This is to announce our 2012Cambodian Khmer Rouge Tribunal Fellowship Programme” as well as to provide you with the application form. Please feel free to disseminate them to any interested person. The programme is part of an integrated set of measures supported by the German government to strengthen the ECCC and to promote its legacy for Cambodia:

Since 2007, the Civil Peace Service of GIZ provides experts and funds to NGOs and government institutions which support outreach for the ECCC and the active participation of Khmer Rouge victims in the trials as complainants or civil parties. Since 2008, the German Foreign Office provides financial support to the Victims Support Section of the ECCC; the German funds are implemented through a financing agreement between the GIZ and the ECCC. The Centre for International Migration (CIM) supports the capacity-building of the Cambodian side of the ECCC by seconding a German legal expert, between 2006 and 2009 to the Office of Co-Prosecutors and since 2009 to the Trial Chamber. In close cooperation with the Civil Peace Service and CIM, the Cambodian KRT Fellowship Programme (implemented by former InWEnt since 2008) further qualifies young people from diverse professional backgrounds in legal and other mechanisms of reconciliation and coming to terms with the past.Please see the attached document for further information regarding the programme objectives, target group, design and content, as well as the dates and duration of its core modules:

March, 12 – 30, 2012 Three-week training course in Phnom Penh, Cambodia
May, 4 – 20, 2012 Two-week study tour to Germany and The Hague (Netherlands)
June – September 2012 Four-month work placement at the ECCC (legal participants) or implementation of an individual transfer project (NGO participants)
October, 8-12, 2012 One-week follow-up workshop in Phnom Penh, Cambodia

🙂 Twenty applicants will be admitted to this year’s programme, applications from qualified women will be treated preferentially. Interested candidates may apply individually to GIZ, but should seek endorsement by their sending organisation / institution or university. Completed application packages have to be submitted to GIZ in Phnom Penh before February 8th 2012. Decisions on admission are based on the evaluation of the application documents and a written test plus individual interview of short-listed candidates, which will be held in February 2012 in Phnom Penh.
